On February 1, 2024, Liang Xi, the founder of National Financial Strategy Discipline and the leader of the research group-“The Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives through the Year 2035-National Strategic Projects”, held talks with Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to the People's Republic of China Farhod Arziev.

Both sides had sufficient communication on the project of the People's Republic of China-the Republic of Uzbekistan Digital Economy Free Trade Science and Technology Industrial Park. Ambassador Farhod Arziev, in conjunction with President Shavkat Mirziyoyev 's visit to China from January 23 to January 25, 2024, stated that China-Uzbekistan had decided to develop a comprehensive strategic partnership for the new era, promoting the construction of a community with a shared future for China-Uzbekistan from a higher starting point. He expressed his hope that China-Uzbekistan will continue to vigorously develop in areas such as technological innovation, bilateral trade, and energy. He also acknowledged China's achievements in the field of economic and trade, invited Chinese side to guide Uzbekistan in further improving its digital economy platform, and proposed the idea of establishing an electronic silk road. In terms of infrastructure construction, he hoped to work together with the Chinese side to accelerate the construction of the China-Kyrgyzstan-Uzbekistan Railway and Expressway. Uzbekistan side is willing to combine its own advantages to provide high-quality agricultural products to China and jointly improve food safety.

Based on the suggestions put forward by the Uzbekistan side, Liang Xi further planned the long-term cooperation between the People's Republic of China and the Republic of Uzbekistan from 2024 to 2037. He introduced the implementation plan of the research group on the urgent domestic demand in Uzbekistan for newly building (expanded) high-speed railways, expressway, fiber optic communication, photovoltaic wind power generation, high-voltage transmission and transformation, as well as Uzbekistan's state level Chinese industrial park. At the same time, he proposed the basic principles of "Equal Free Trade, Equal Physical Investment, Local Currency Settlement", and jointly established the "EEL settlement system" between China and Uzbekistan.

Aziz Muysinalyiev, Import and Export Affairs Manager of the Embassy of the Republic of Uzbekistan in the People's Republic of China, Director Yi Shaohua of the Rural Revitalization Working Committee of the China International Association for the Promotion of Science and Technology, and members of the research group, including Xu Ming, Hao Xilong, Gao Ling, Fu Shu, and Ma Jun, attended the meeting.
